Hagerstown Community College Facility Assessment and Economic Study

In September 2024, the Maryland Stadium Authority (MSA) Board of Directors approved a request from the President of Hagerstown Community College (HCC) for the MSA to manage a cost estimate and economic study of the Washington County Recreational Community Center (ARCC) which includes outdoor athletic fields and facilities on the campus of HCC.

The study will include an assessment of the current physical condition, functionality, and usage of the ARCC and recommendations for improvement. The FY2025 Operating Budget Act authorized an appropriation to HCC in the amount of $125,000. HCC has committed to fully fund the effort using the funds allocated under this budget provision.

As the City of Hagerstown is building a new athletic center and Meritus Park has come online, HCC believes it is important to discover how it can play its role in meeting community needs in the realm of athletics.

On May 18, 2026, the MSA was pleased to present the report that Crossroads Consulting Services, LLC, has completed for the requested analysis related to the ARCC:
